Introduction

For our client we are looking to recruit a Safety Manager.

Function

  • Participate in the development of the site HSE Induction Programme for all people coming to site, and make provisions for carrying out this induction.
  • Arrange and participate in site HSE training activities.
  • Administer and participate in the HSE audit and inspection schemes being applied.
  • Establish and maintain effective HSE communications and coordination between CM Contractors and Customer commissioning and operations.
  • Audit and monitor all Contractor HSE Programmes. Advise the Construction Manager, Construction Engineers and Field Superintendents of any shortfalls and provide specialist support.
  • Administer arrangements by HSE personnel for daily inspections of all work areas and monitor compliance on the part of the Contractor with regard to Safe Working Practices and application of HSE programmes.
  • Ensure CM Construction Engineers and Superintendents are monitoring their Contractors HSE performance.
  • Ensure hazardous material register is maintained.
  • Immediately stop unsafe practices.
  • Ensure Fire, First aid, Emergency Spill and Security procedures are maintained and training provided where necessary.
  • Participate in the evaluation of toolbox talks.
  • Oversee and manage the Permit to Work Procedure.
  • Review Contractors compliance with the requirements of Permit to Work Procedures.
  • Attend and input into the weekly Contractor’s Progress meetings and the monthly HSE meeting.
  • Chair a weekly meeting for all EHS personnel on site.
  • Organise, Coordinate the investigation of any accident/incident/near miss as necessary, and ensure that remedial actions have been agreed and carried out.
  • Monitor the Construction Safety and Health Plan objectives and periodically report to the Construction Manager/Corporate HSE Manager’s on performance.
  • Produce project HSE statistics and reports.
  • Communicate Accident/Incident Reports and lessons learned to Contractors and third parties.
  • Organise and participate in weekly safety tour.
  • Ensure the requirements of the Project’s Health, Safety and Environmental Policies are being effectively applied.
  • The obligations under Health and Safety legislation, Environmental legislation and all construction regulations applicable to the Project are being complied with .
  • The Company’s safe working procedures and safe working practices are fully understood and that such procedures and practices are being effectively applied.
  • Participate in the development of the site HSE Induction Programme for personnel coming to site, and present this induction.
  • Provide health and safety and environmental training to site personnel.
  • Conduct training sessions and discuss circulars with the field supervision on safety matters such as safety performance, legislation and other safety matters.
  • Assist all Field Supervisors, Trade Supervisors, and Subcontractors to implement safe work systems and method statements, as and when required. By working mainly in the field, coach and advise field personnel on HSE issues as they arise during the conduct of the work.
  • Review and comment on safe working method statements/risk assessments / SPAs / lift evaluations produced by the Subcontractors, as and when required.
  • Carry out daily HSE inspections of the site and temporary facilities, and advise Field Supervisors and Facilities Management of findings.
  • Immediately stop any unsafe work practices which are likely to cause accidents or are injurious to health or are non-compliant with national regulations, and advise Field Supervisors immediately.
  • Ensure all personnel are aware of procedures and emergency assembly points.
  • Ensure all site safety Equipment is available, in good condition and in sufficient quantities for the labour force.
  • Participate in the HSE audit and inspection schemes being applied.
  • Assist in effective HSE communications and coordination between CM, Contractors and Customer commissioning and operations.
  • Participate in the evaluation of toolbox talks.
  • Review Contractors compliance with the requirements of Permit to Work Procedures.
  • Attend Safety meetings and promote safety during regular progress meetings as required.
  • Advise the field supervision on matters relating to HSE and participate in “tool box” talks with the site labour.
  • Assist management/Subcontractors in incident and accident investigation and analysis to ensure a satisfactory closeout is reached.
  • Compile and maintain construction site accident records and statistics in an appropriate format for review by management at any time and for inclusion in site reports.
  • Arrange for all Contractors Risk Assessments, Method Statements and lift studies to be filed and recorded.

Requirements

  • Certificates: Safety Manager / Safety Advisor level 1 or 2
  • Good knowledge of the French and English language
